Praia, Feb 19 (Inforpress) – The PAICV (opposition) announced today that it will request successive review by the Constitutional Court should the new Organic Law of the National Assembly proceed, alleging lack of transparency and urging the President of the Republic not to promulgate the diploma.
“The PAICV parliamentary group officially requested the nominal list of individuals covered and benefiting from this statute, which did not occur,” regretted spokesperson Carla Lima at a press conference in Praia, clarifying that this lack of information led to her caucus’ non-participation in the detailed discussion within the 1st Specialised Committee.
According to the MP, the matter concerns legislation governing the structure and human resources of a sovereign body with “permanent effects,” without MPs having access to essential data to assess the real scope of the proposal.
The bill, still under discussion, stipulates that, upon proposal of the Secretary-General of the National Assembly and by order of its President, personnel serving on secondment in Parliament without a bond to another service shall be integrated into the parliamentary technical staff career and into the Directorates of Services.
